A layer of haze lingered over the national capital on Sunday as air quality in several parts of the city plunged to the "very poor" category, days before strict measures to fight air pollution come into force under the Graded container cooling unit Response Action Plan (GRAP).State governments are providing 50 to 80 pc subsidy to farmers and cooperative societies to buy modern farm equipment for in-situ management of paddy straw and running a massive awareness campaign against stubble burning.The air quality in neighboring Ghaziabad (320) and Noida (310) in Uttar Pradesh and Haryanas Alipur Khalsa (351) and Panipat (339) also turned "very poor" by 4.

Whereas we need to do a lot in Delhi and we are trying, however, all governments and all agencies need to work to stop crop burning also (sic).The overall AQI deteriorated further and touched the 268 mark, which falls in the poor category..The measures to be followed in the "emergency" situation include stopping entry of trucks in Delhi, ban on construction activities and introduction of the odd-even car rationing scheme.The Air Quality Index (AQI) in Anand Vihar, Wazirpur, Vivek Vihar, Mundka, Bawana, Jahangirpuri was 327, 323, 317, 309, 302 and 300 respectively, according to Central Pollution Control Board data.Westerly and northwesterly winds bring dust from western regions and smoke caused by burning of crop residue in neighbouring Punjab and Haryana to Delhi-NCR.The Centre-run System of Air Quality and Weather Forecasting and Research said smoke from stubble burning will make up six percent of Delhis pollution by October 15, when GRAP comes into force in the Delhi-NCR region.Despite a ban on stubble burning in Punjab and Haryana, farmers continue to defy it amid a lack of financial incentives.Starting October 15, stricter measures to fight air pollution will come into force in Delhi and its neighbourhood as part of the Graded Response Action Plan, which was first implemented in Delhi-NCR in 2017."It has been widely reported that the smoke coming to Delhi is due to the burning of stubble in Karnal, Haryana," he had said.Faridabad, Greater Noida, Baghpat, Murthal recorded an AQI at 290, 233, 280, 259 and 245 respectively.30 pm.Prepared by Central Pollution Control Board, GRAP lists various actions to be taken according to severity of pollution.These measures include increasing bus and metro services, hiking parking fees and stopping use of diesel generator sets when the air quality turns poor.Also, wind direction has changed to west and north west, he said.An AQI between 0 and 50 is considered good, 51 and 100 satisfactory, 101 and 200 moderate, 201 and 300 poor, 301 and 400 very poor, and 401 and 500 severe.Though Haryana has reported a slight decrease in the number of stubble burning incidents, Punjab has reported a massive increase of 45 pc in such cases till October 11, according to data of pollution control boards of the two states

The inquiry was ordered by the Air Force Headquarters under an Air Commodore-rank officer as the crash resulted in the death of six of its personnel."Five officers including one Group Captain, two Wing commanders and two Flight  dx cooling unit Lieutenants have been held blameworthy by the court of inquiry by the Air Force headed by a senior officer," sources said here. Six IAF personnel on board and a civilian on the ground had lost their lives in the crash.New Delhi: Five Indian Air Force officers have been found guilty by a court of inquiry for the shooting down of a Mi-17VF chopper over Srinagar on February 27 in which six personnel were killed.

The officers have been found guilty of charges including negligence and not following correct procedures while shooting down the Mi-17 V5 chopper.The court of inquiry was also delayed to some extent as the black box of the chopper was stolen by the villagers in Budgam where some of the hostile elements had also reportedly pelted stones at military vehicles after the crash.Former Western Air Commander Air Marshal Hari Kumar was the in-charge of entire operations when the crash took place due to friendly fire from the Spyder air defence missile system.On February 27, a Mi-17 V-5 chopper of the Srinagar-based 154 Helicopter Unit crashed within 10 minutes of taking off even as a dogfight raged over 100 km away between intruding Pakistani jets and the IAF, in which Wing Commander Abhinandan Varthaman was involved.The top brass of the Air Force and the government are of the view that strictest punishment should be meted out to personnel who are found guilty.Sources said that during the probe, it had emerged that the officers handling air defence responsibilities at the Srinagar air base mistook the chopper returning midway from a mission as an incoming missile towards the base
